LOCUTUS OF BORG
Locutus of Borg is the assimilated cybernetic avatar of Starfleet Captain Jean-Luc Picard, created by the Borg Collective in late 2366. Cronologia
Biografia
Locutus of Borg was created when Captain Jean-Luc Picard of the USS Enterprise-D was abducted and assimilated by the Borg Collective in late 2366.
Unlike standard Borg drones who are assigned numerical designations, Locutus was granted a distinct identity and used personal pronouns to serve as an articulate spokesman and liaison between humanity and the Borg Hive Mind, facilitating Earth's assimilation with maximum efficiency.
Possessing all of Picard's tactical knowledge, command experience, and understanding of Starfleet technology, Locutus led a single Borg cube into the Battle of Wolf 359. The resulting confrontation destroyed 39 Starfleet vessels and killed thousands of personnel, dealing a catastrophic blow to Starfleet defenses. The crew of the Enterprise-D eventually captured Locutus and utilized his residual link to the Hive Mind. By transmitting a sleep command through android Data, they forced the Borg cube into a destructive feedback loop, severing Locutus from the Collective and allowing Picard's cybernetic implants to be surgically removed.
Storia
The origins of Locutus trace back to the Borg Collective's strategy for assimilating Earth in 2366. Under the guidance of the Borg Queen, the Collective sought a counterpart and representative who could communicate directly with humanity to minimize resistance and casualties.
Picard was surgically altered with advanced cybernetics and specialized genetic modifications, transforming him into a neural receiver for the entire Hive Mind. Behind the scenes, the character of Locutus was conceived by Star Trek: The Next Generation writers Michael Piller and Rick Berman.
The writing team initially explored an idea where the Borg assimilated both Picard and Data into a single entity, but simplified the concept to focus solely on Picard. Locutus was also devised partly as a narrative contingency to write actor Patrick Stewart out of the series if contract negotiations for Season 4 failed. The name 'Locutus' was taken from Latin, translating roughly to 'he who has spoken'.

Evoluzione
Locutus evolved from an immediate existential threat to Starfleet into an enduring source of trauma and a long-term biological plot engine. In 1990, Locutus represented the ultimate loss of human individuality, serving as a terrifying, cold mouthpiece for the Collective.
After his physical rescue, Locutus became the central trauma of Jean-Luc Picard's life, explored through his emotional recovery in La Barre, France, and his lingering post-traumatic stress during the Battle of Sector 001 in *Star Trek: First Contact*. Decades later in *Star Trek: Picard*, Locutus's narrative legacy shifted from psychological trauma to a dormant genetic threat. It was revealed that the Borg Queen's unique alterations permanently rewired Picard's DNA, a trait inherited by his son Jack Crusher. Consequently, Locutus evolved from a temporary spokesman into a genetic Trojan horse that nearly enabled the total takeover of Starfleet decades after the original cube was destroyed.

Locutus was one of the very few Borg drones allowed to use the individual pronoun 'I' due to his unique status as the Borg Queen's intended counterpart.
